The Public International Business College Mitrovica (IBCM) is pleased to highlight the recent academic publication of Prof. Asst. Ruzhdi Halili, titled “Towards a Result-Based Monitoring System in Public Administration in Kosovo”, published in the Central European Public Administration Review (CEPAR) on 20 May 2026.

The article examines the effectiveness of monitoring systems used in Kosovo’s public administration, with particular attention to public administration reform and the implementation of sector strategies. The study explores whether existing monitoring mechanisms effectively measure performance and the achievement of expected results, while supporting evidence-based decision-making, institutional performance measurement, and related governance processes.

Using a qualitative research approach, the study analyses monitoring and evaluation reports published by Kosovo institutions during 2024 and 2025, alongside public administration reform strategies and relevant sector strategies. The research is complemented by non-participatory observation and secondary literature from international organisations, particularly the OECD, World Bank, and UNDP, as well as contributions from civil society and other domestic stakeholders involved in shaping results-based monitoring in Kosovo.

The findings indicate that Kosovo’s public administration has taken important formal steps towards institutionalising a results-based monitoring system in public-sector planning through strategic planning requirements, reporting procedures, and established reporting practices. However, the research identifies continuing challenges related to the quality of monitoring frameworks and their components, including objectives, indicators, targets, and related elements.

While annual reporting mechanisms are established and operational, most of the analysed reports primarily provide information at the output-indicator level, while some include outcome-level reporting. Monitoring and evaluation at the impact level remain challenging. The study also highlights the continued reliance on administrative data, the limited use of diverse information-collection methods, and the restricted involvement of civil society in monitoring processes.

The publication contributes to the growing body of literature on public-sector monitoring systems, particularly in newly established and transitional public administrations. By providing a Kosovo-specific analysis, the article enriches comparative regional literature on monitoring and evaluation systems across the Western Balkans and connects theoretical perspectives with the practical implications of monitoring frameworks in public-sector reforms.

The research provides valuable insights for public administration institutions, policymakers in Kosovo, civil society organisations, donors and development partners, as well as scholars interested in public administration reform, strategic planning, and monitoring systems.
